Research as of:

Five angles plus a skeptic pass. Every surviving finding required a URL and date; ceremony-only or single-sourced PR claims were demoted or dropped.

Award / concession

SilkLink (stc / Tadawul) and Zain licence are awards — build/launch not yet verified as complete. UCC ~5 GW power and Damascus airport reached final concession language; plants/airport rebuild are pre-ops or early-works claimed.

Live tender

M5 / M45 highway packages (SANA, 14 Jul 2026) are open domestic and international tenders — not construction awards.

MoU / studies

Haditha–Baniyas and Chevron offshore Block 1 are real multi-source MoUs/studies — not FID or flowing crude / drilling.

Dropped or demoted

Claims that failed the skeptic pass (compact).

  • August 2025 “$14bn / 12 mega-projects finalized” — MoU ceremony, not financed build-out; UBAKO “Damascus Towers” delivery claim dropped.
  • TAV inside the $7bn energy consortium / single “$11bn energy deal” — TAV is airport track; $11bn is media bundling.
  • Starlink as a started commercial deal — unlicensed / authorization required.
